Shoreline Parks Plan
A Plan for the East Shore of Staten Island
The Shoreline Parks Plan is the first conceptual plan for the waterfront parks on Staten Island’s East Shore. Our primary goal in undertaking this plan is to adapt our parks to the coastal protection project proposed by the U.S. Army Corps of Engineers (USACE). The Army Corps’ project consists of the construction of a protective seawall from Fort Wadsworth to Great Kills and a series of inland drainage areas to store and detain stormwater. Recognizing the impact this important project will have on the East Shore, the Shoreline Parks Plan has been developed to identify opportunities to better integrate the seawall into its park context and to align park programming and siting with community priorities. The Shoreline Parks Plan is funded by the New York State Department of State under Title 11 of the Environmental Protection Fund.
About the Seawall
In December 2016, the U.S. Army Corps of Engineers released their Final Feasibility Report to construct a protective seawall on Staten Island’s East Shore. Visit the Army Corps’ website to find out more about the project.
About the Plan
Encompassing over 1,000 acres of NYC Parks property, the Shoreline Parks Plan re-envisions city parks and introduces diversified amenities and activities, increases accessibility and circulation, and improves the visitor experience. The Shoreline Parks Plan reflects public feedback received at two community input meetings held in summer 2022, as well as online submissions. The plan also builds on the interim report issued in 2017. NYC Parks will continue to collaborate with USACE and other agency partners throughout the design and construction of the protective seawall. NYC Parks will use the Shoreline Parks Plan to coordinate with USACE and New York State and to seek funding for future capital projects.
