Utilizing Dredge Material

During the 6⁄24⁄09 community briefing hosted by the NYC Department of Parks & Recreation (NYCDPR) for projects related to the Yankee Program, attendees requested additional information on Dredge Material. Below is a summary related to the Park in which this material was used.

Mill Pond Park

Mill Pond Park is designed to offer visitors unparalleled views of the Manhattan skyline and the Harlem River. To raise the existing grade level of the site and create a scenic vantage point, approximately 15,000 cubic yards of dredge material from the Anchorage Channel in New Jersey were added to the site. All dredge material was tested (see Anchorage Channel Test Results) and approved (see BUD). The New York State Department of Environmental Conservation (NYSDEC) awarded a Beneficial Use Determination (BUD) which certifies that the dredge material is suitable for use at Mill Pond Park.

Parks obtained the following necessary permits prior to distributing the dredge material at the site:

  • Tidal Wetland Permit (NYSDEC)
  • Excavation & Fill in Navigable Waters Permit (NYSDEC)
  • Water Quality Certification (NYSDEC)

A Storm Water Pollution Prevention Plan for Mill Pond Park, approved by NYSDEC, remained in effect until the dredge material was distributed throughout the site. The plan ensured that sediment from the stockpiled dredge material would not pollute storm water during heavy rain.

As construction of the park progresses, approximately 14,500 cubic yards of fill is being imported to the site. This fill will provide an "environmental cap" to the dredge material, and is being installed in accordance with the New York City Department of Environmental Protection.

Heritage Field in Macombs Dam Park

One of the main design objectives for Heritage Field, located in the footprint of the old Yankee Stadium, is to increase the overall grade of site. The elevation of the existing field is below grade, with a difference in elevation between the surrounding walkways and the field exceeding more than ten feet in some areas. We are currently reviewing different methods to increase the grade of the site; one such option involves the importation of dredge material.
