NYC Parks today released a Request for Proposals (“RFP”) for the development, operation, and maintenance of a sports and recreation facility at Willowbrook Park on Staten Island. Parks is looking for creative and comprehensive proposals that would create a year-round facility primarily for sports-related uses like soccer, tennis, pickleball, or other sports and recreational interests. The new concession is intended to expand sports and recreation offerings in Willowbrook Park and make them more accessible.

“Willowbrook Park is an integral part of Staten Island’s Greenbelt and an oasis for active and passive recreational pursuits,” said NYC Parks Commissioner Sue Donoghue. “Willowbrook Park’s former tennis courts are an ideal location for a brand-new year-round sports and recreation facility to appeal to all Staten Islanders. We encourage prospective applicants to consider this dynamic opportunity to create a new recreational resource for the community.”

Parks is seeking a concessionaire for a twenty-year term. The proposed concession will be located at the site of Willowbrook Park’s former tennis courts. The development plan for any new concession must include a year-round sports and recreation facility and may include a clubhouse.

Willowbrook Park is one of the most popular of Staten Island’s Greenbelt parks. Its combination of natural wilderness and recreational facilities draws a variety of visitors. The 164 acres of greenery offer a welcome contrast to the bustling neighborhood and traffic-lined streets that surround it.

All proposals for this RFP must be submitted no later than Wednesday, February 15, 2023 at 3:00 p.m. Parks will hold a recommended remote proposer meeting on Wednesday, January 18, 2023 at 3:00 p.m. All interested parties considering responding to this RFP are encouraged to attend this recommended remote proposer meeting. (Log-in details can be found in the RFP). Subject to availability and by appointment only, we may set up a meeting at the proposed concession site, which is located at the site bounded by Richmond & Eton Place.

The RFP is available for download through Wednesday, February 15, 2023, on Parks’ website. To download the RFP, visit https://www.nycgovparks.org/opportunities/business and, after logging in, click on the “download” link that appears adjacent to the RFP’s description.
