Rules

Docking and Mooring Your Boat

Transient, seasonal, and year-round dockage and moorage are available at Parks marinas in all five boroughs.

Vessels docked on a seasonal or year-round basis at Parks marinas must have current vessel hull and liability insurance naming the City of New York as additionally insured. Vessel owners must also present current New York State vessel registration or vessel documentation issued by the U.S. Coast Guard to dock seasonally.

Safely Operating Your Boat

Please practice clean and safe boating at all times. Vessel pump-out stations are available at marinas located throughout the City.

It is important to operate at safe speeds so as not to create a wake while in a marina. In addition, the Harlem River areas running from the University Heights Bridge southerly to the High Bridge, and between the Spuyten Duyvil trestle and the Broadway Bridge are designated “No Wake Areas.”

The U.S. Coast Guard requires that all boaters must have a means of making an efficient sound signal. If operating after dark, boaters must also have visible lights on their vessel. State law requires everyone under 12 years of age to wear a personal floatation device (PFD) while onboard a boat, and that a PFD be available for every individual onboard. Anyone onboard a boat 21 feet or less operating from November 1 to May 1 must be wearing a PFD.

Parks strongly recommends that all boaters carry a hand-held VHF radio and familiarize themselves with the various working frequencies and hailing protocols used in different situations by the various types of vessels operating in New York Harbor.Jet skis are not permitted in Parks waters or at Parks-managed docks and marinas.

Boater Education

If you were born on or after May 1, 1996, you are required by New York State Law to successfully complete a state approved course and obtain a boating safety certificate to operate a motorboat. Additionally, all persons, regardless of age, must complete a Boating Safety Education Course in order to operate a personal watercraft on New York state waters.

We strongly recommend that all boaters take a safe boating course, and we may require completion of a safe boating course to receive some permits. You can find a State-approved boating safety course near you by visiting the New York State Parks Marine Bureau or United States Power Squadron.
